From my experience pretty much all rental companies are garbage now. Hertz has horrendously bad IT and useless customer service, plus rates have gone up significantly.
Avis, IT is marginally better (at least I don't get repeated errors on trying to make a reservation), but cars are dirty and almost never get upgrades regardless of having a upgrade coupon attached to the reservation or with my president's circle status.
