I totally agree, but given the bulk of the "premium" SQ departures are from T3, combined with the transfer times to and from the lounge in T2 via the Skytrain, even if they offered the same fayre / experience as the T3 SKL, I very much doubt that there will be many passengers who are willing to use it as an "overflow" lounge.
All the SKL lounges at T3 have only recently had an extensive renovation, so I very much doubt that there will be a rush to carry out another, for the foreseeable future.

Overall, it would be nice to see some effort on the airlines side in reinvesting in the product offering, be it improving meals, better ground handling in SIN (buggy transfers would be nice for example), or even a bit more differentiation for PPS customers. The lounge situation may not be that easy to solve but it feels like a lack of willingness to address it at all.
The buggy transfers are still actually available for passengers travelling in First / Suites, if your departure gate is some distance away from the lounge - they don't openly advertise it but if you request it on arrival at TPR, and give them enough notice, they are able to arrange for it. But yes, I just wish that the powers that be would simply acknowledge and start addressing some the various issues that passengers (especially those paying for premium class travel) have been echoing for over a year now, rather than just using spurious excuses to avoid them.
