I live in Vegas, and use to use the Alamo terminals at LAS to avoid the counter, etc. I remember several years ago when they shut down access to those terminals by locals, because the manager at the time told me, of all the fraud by locals. If you're a local and you rent from Fox (ugh) at LAS, and your total anticipated rental cost is $50 (or any amount), you are required to put down a $500 deposit if you're a local (unless they've changed it, it's been a couple of years), regardless.
I have a zero deposit requirement as a local renting from one excellent location with Hertz who excel at personalized customer service, just the anticipated cost of the rental.
Enhanced requirements for locals, not that unusual anymore...
