I'm in CA and thought it'd be fun to rent a Polestar 1 (code E3) from Hertz for the weekend. I got to the counter and gave them all the necessary info, only at the last second for them to say "sorry we can only rent this specific car to non-locals for insurance reasons", but couldn't explain exactly why.

I thought it was an April Fool's joke at first because this seems like a bizarre policy to me.

Does anyone know why? I called Hertz corporate and they couldn't answer either, only that each location has its own unique rules.
