Isn't this all a bit circular? People are trying to carry on more luggage because of the fees and the fact that AC can't manage checked baggage properly so it takes ages to get it back at many destination airports (YYZ in particular) if you get it back at all, so now they are policing that to toss a ton more bags into the system at the last minute, which inevitably leads to delays 'as the ground crew loads the last of the bags'...there has to be a better way...
