Are you sure they were shut, or did they just look shut?

Many shops will completely black out their windows and leave their doors closed which makes them look shut, but they are actually open. There will normally be a sign on the door stating they are open, but otherwise it will appear that they are not. This is done so that nobody outside will be able to see people inside eating.

The food courts in the major malls will all be open. They will have large barriers installed, once again to block the view of anyone being inside them, but there will be an entrance into the food court and once inside they will operate pretty much as per normal (just with a lot less people than normal!)
