a) Yes. There are things offered to QSuites that are not offered to other planes. While the airline does not call it a different class, there are different benefits.
b) Yes. For the USA, flight via ORD & PHI are consistently lower than other routes. These two routes are among the highest downgrade to non QSuite.

Of course Qatar will argue no/no/no/no with points of their own.

For a small claims consumer complaint, I am not sure you need all yes's to win. At least in the USA, courts tend to favor consumers over big bad corporations. YMMV
