All fair points. I think one could argue...
a) Yes. There are things offered to QSuites that are not offered to other planes. While the airline does not call it a different class, there are different benefits.
b) Yes. For the USA, flight via ORD & PHI are consistently lower than other routes. These two routes are among the highest downgrade to non QSuite.
c) Yes. "
* Qsuite is available on select routes for Qatar Airways Business Class. Please check the availability of Qsuite for your flight at the time of booking."
d) Did Qatar offer more QSuites seats for sale than they had available?
d) Yes (I think but I am way too lazy to do the verification.

)
Of course Qatar will argue no/no/no/no with points of their own.
For a small claims consumer complaint, I am not sure you need all yes's to win. At least in the USA, courts tend to favor consumers over big bad corporations. YMMV
