At least one major car rental company (I can't remember which one, though) has a dedicated site for this, viz. offering discounted rates for one-way rental between specific points, including cross-border ones . But there aren't that many and the odds of being a car on offer on the right date between the right points is only marginally higher than those of winning the lottery.
