Mexico should require taxes to be paid, but no charge.

If this is just US-Mexico, the charge should be small. If it's the other way around, extra taxes are due, including US immigration fees. We used to go to Canada frequently with a lap infant - no charge at all for lap infant on the US-Canada direction (we usually book one-ways),then was about $17 on the inbound to the US.
