I transited through Delhi T3 in February. I was traveling in business class. The entire transit process took me 2 hours and 1.5 hours of that was wasted at the Turkish baggage carousel. Turkish it seems doesn't care for the priority handling of baggage for business class passengers.
It is extremely unlikely that TK has its own staff in DEL to bring luggage to the carousel. It is done by the same people who do it for other airlines. Sometimes there are delays, especially if the system is overloaded; but 1.5 hours is a lot.
