Your conclusion is personal and specific continent based. I have 100% success of using E+ vouchers for long haul flights, so are my friends except one who used miles on one segment because there was no upgrade availability at the time he booked and he used his last voucher to other flight which was made before. All those flights are either to South America or to Asia. If I am not wrong they upgraded few fligts to /from US too but those were some five years ago. My friend flow recently to Africa in business class(saver award) with his family and used only miles due to the expire date.
So, using all upgrade vouchers without hassle to long haul flights makes E+ today the best status level on M&S. E+ is still higher than E at TK and when irregularities occur, that is the asset.
