Canada's International to Domestic transfer program only includes certain airlines. As I understand it, Air France to WestJet connections are eligible, which is why your bags were transferred automatically. From all available evidence British Airways does not yet participate, so the old process (reclaim bags in YYZ, drop them back on the connections belt) would take place for BA-to-WS connections.
This is very interesting. When we fly back home to YVR (internationally), there always is an announcement that all passengers must pick up their luggage at carousel XX and clear customs before continuing to their next destination.
In fact, I cannot see how you could get out of the international arrivals to go (airside) to domestic departures. This is, of course, just in YVR.
