I think there's a third case to be discussed where OP is HBO, checked through to I-D and doesn't attempt to land in LHR. As said below, he's liable to be intercepted at either LHR post-UK border or at NCL. If he doesn't attempt to land then either seems feasible - 'where can he buy 4,000 cigarettes in LHR?"
