When passing through the baggage hall to exit a domestic terminal you are still within a Customs Controlled Area. At any point of your journey a Border Force officer can ask you to make a declaration, even if a declaration was made at LHR.
A person carrying goods or cash in to the UK who fails to declare (or falsely declares) is not absolved of liability and may be required to prove where, how and when they obtained articles that are subject to UK customs control.
