PE vs. Y doesn't matter when there's open upgrade inventory (though it does impact the cost of the upgrade in PlusPoints).
I do believe this agent was a supervisor since I mentioned how unusual this was. She also noticed that I had already achieved 1K for 2024. Either way, happy with the upgrade !
