Some reservations made by a third party do not select seats - leaving that to the traveling passenger
Tour / sports groups tend not to select seat assignments upon closer to departure
Many are more familiar with carriers that charge for seat assignments, so the skip that step
Some are use to carriers that do not provide advance seating
