I had a similar issue, but was successful in getting an appointment when entering all my information right at 10am. I just needed one appointment so that would be faster than if you had to add additional applicants. I did try to add additional appointments for my parents after confirming the appointment but the system wouldn't allow me. So I think you have add the applicants all at the beginning. You can't modify after.
