You never struck me as the kind of person who would be concerned about having those tickets sitting on his card for a few days.

I would have expected AC to incentivize non-use of the vouchers so that eventually people forget about them and AC gets the revenue for free.

AC isn't going backwards. You still have the option of calling in to cancel a ticket and leaving a credit attached to the booking. But then you'll have to phone in to make the changes - for the same passenger(s) only - and pay a change fee, if any. And you'll likely forfeit any fare difference in your favour. And the credit will only have a limited time to be used.

The vouchers can be requested online, have no expiry, and can be used on any number of bookings for any person. The time to issue them is a drawback, but in every other way, they're vastly superior.
