I'm dealing with the very same issue. I got a voucher in the incorrect value (difference is around 200 euros!), complained, got a generic response (the agent obviously didn't even read the complaint), replied to them that they didn't address the issue, and they came back to me saying that my refund is under review. That was over a month ago, no news since then.
I never had any problem with baggage handling, nor cancelled flights though.
