Assuming on a single ticket, sure. If you're on separate tickets, that's up to EI.

I'm fairly certain we'd have heard by now if the US had annexed Belgium.

The fact that your final destination is the USA does not mean that you are automatically eligible to use DUB pre-clearance. The pre-clearance facilities, as discussed in the post you quoted, are for nonstop flights to the US only. Because your onward flight would be BRU, you'll be in the regular international departure area at DUB.

Unless I'm missing something here, on this itinerary, at MRS you'll need to go through outbound Schengen passport control on your way to DUB. At DUB and BRU, you would be in a sterile international, non-Schengen departure area, and then you'll enter the US (as expected) at EWR.
