If you are doing a domestic flight from Catilcan to MNL it is a domestic flight and you would have to clear immigration in MNL for the outbound. Certainly on the domestic flight from Caticlan to MNL there is no immigration counter in Caticlan. They used to operate a charter to Taiwan sometime back but I do not know if they have started it.
I would say that you should have enough time to do the transfer even if it was 30 mins late.
