I was wondering the same thing.
Perhaps he needs to take the VGCs and buy the MO at another WM location. I cannot imagine that a VGC purchased at one WM would be blocked by another. WM. However, i could foresee that the same location would block the 'inappropriate' use of the VGC it just sold, for example by buying a MO with it.
If it were a systemwide blockage, that would be a frightening expansion of the surveillance industry. :
