I am sure you know that there is no free gas when you rent a car with an internal combustion engine. The same concept applies here with L3 DC chargers.
You can find free L2 chargers, mainly at Walgreens, but they are limited to 45 min of usage per charge which adds like 20 miles. So you can spend the whole day charging the car...
