Most likely, in a purposefully missed connection case, TK agents at IST would ask you to contact United as TK can't do a voluntary re-issue as the ticket was originally issued by United ( 016- stock ) and TK wouldn't touch it as they can't reprice it.

My suggestion would be that if the later flight to Budapest has saver award space, call United MileagePlus and ask for a change which they should be able to process in a couple of minutes.
If award space still exists upon arrival to IST, I would recommend calling UA and seeing if they can process the same-day change immediately. If they can, then you can leave the airport without stress/uncertainty. If they can't change the ticket or if award space is no longer available, then fly as originally ticketed.
