Yes I understand that part. I was under the impression that any travel agent (i.e. somebody with access to a GDS), can book most fares that ITA matrix spits out. I don't think they can always be ticketed (such as phantom availability). Also I think a service that specializes in these extremely fringe bookings that other OTAs aren't able to ticket is going to be a lot more prone to issues and require more resources to resolve issues.
