Only prior to traveling the first leg, at which point it will reprice as MUC-EWR + EWR-SFO. (If these dates are accurate, that deadline would already have passed).
Absent a significant delay or cancellation, you cannot refund a partially-used award United award ticket. That was the rule even before the ExPerk. And if you could, they'd reprice for what you actually flew. UA isn't stupid.
