You'd be charged $31.50CAD ($30+5% GST) if you flew YEG-STL
You'd be charged $30USD (no USD taxes) if you flew STL-YEG.
As mentioned, you're charged in the local currency of your departure point and pay the local taxes of the departure point, if applicable.
