They are much cheaper to produce, as the UC cards were personalized. Also, the bag tags are a form of advertising and a way of placating those wanting recognition of their status as the rest of the annual membership kit has been discontinued .
UA may chose to again offer UC cards, but it when thru the same angst discontinuing the elite cards. If UA does re-offer UC cards, it is because UA sees it as a benefit to UA (and maybe to just select populations) and not as swag for some.

No, because they did not receive UC membership benefits. Their access was only based on being a *G on a qualifying trip.
