No, when you arrive from a most EU countries, you will be considered "clean" with no need to pass security checks at IST and staff will let you proceed directly to the departures level from the aerobridge (after checking your onward BP). Sometimes there is no staff around and then it is impossible to take the short-cut and you will end up at the transfer level and have to clear security checks at IST. I think it is a "hit or miss" sometimes, i.e. almost random.
