As others have mentioned, no bus service to HND, however it is close enough for a cab (or Uber) ride to be affordable, particularly if you are traveling with others (x number of bus tickets vs. “flat rate” for your traveling party). And as others have pointed out, subway/monorail will be a little challenging with bags.
One of my favorite restaurants in the Roppongi Hills Mall is l'Atelier de Joel Robuchon with its Michelin star. I love their food!
Also agree that the taxi ride from HND should not be too bad. The bus/limousine ride from NRT is not fun at all, especially during the afternoon rush hour
