This only happens for basically three reasons:
1. Last-minute deadheading pilot, contractually guaranteed J
2. Inoperable seat
3. Downgauge
I understand all three of those reasons. My worry is that these sorts of reports have been showing up with more frequency lately .... and it would be nice if there was any way to confirm that the reasons you list, are the only ones in play ...
