Some cars are available at Terminal C. I've seen reliable reports that Enterprise, National and Sixt have cars there. Unreliable reports that Alamo now has cars there as well. There is a bus shuttle that goes from the Terminal C garage to the Terminal B garage for those companies that don't have cars on site. My personal prediction is that as soon as Spring Break is over, all 10 companies will have cars at C.
I haven't rented Budget at MCO since 2021, but it looked fine when I was there in January.
Rented Enterprise in January, from walking into the garage to checking out was about three minutes. National looked the same.
