IMO, not in premium economy. You get less knee support as there's no footrest in front of you, so while you get more thigh room, you don't necessarily get the best out of the recline. For my next PE flight, I have chosen not to take them for free - I'm going for the back row because I can be fully reclined at all times without inconveniencing anyone behind me (and, more importantly, causing them to complain).
