Yep, I wouldn't take that risk as if they found out late in the flight then you'd be potentially liable for a hefty fare difference. Could understand a mistake between Y and PE happening but a passenger clutching a Y boarding pass should know they're not suppose to be in F and should have raised it with the crew.
