I am doing the same trip in a few weeks - United to a Qantas domestic flight in Sydney. I assume by your message that United doesn't ticket the luggage all the way through to the Qantas destination, that you must re-check your luggage at Sydney. Even if the international airline tags bags for the AU domestic flight, you must clear immigration, customs & quarantine at your first AU port of entry with all carry-on & checked bags. Then proceed to domestic check-in / bag drop. [USA has the same requirement.]
As a QF domestic customer you can check-in/bag drop at the SYD T1 international QF domestic area. Then security and the QF bus to T3.
