I somehow got a roundtrip MUA to D1 from ATL to UIO on 3/11/23 and 3/18/23. In December, I called in to see if there was any OY space for a MUA on my upcoming flight to Quito. The agent stated the rule of no MUAs allowed on that route since it was Northern South America. I told her I completely understood where she was coming from since that had seem to have been the case for a while. I referenced the current SkyMiles Program Rules webpage stating that they were allowed on those routes. She put me on hold to talk to another agent and came back stating that it was available and booked me into First on my domestic legs and D1 on my international flights. Very grateful that it went through, I went ahead and asked for my ticket to be reissued to make sure that there wouldn't be any issues during check-in. A minute later, I got a new emailed receipt confirming I was in OY. When it came time for my flights, I had no issues checking in and was even able to pre-select my meals at the 7 day window. So, are MUAs allowed back on those former routes or did I just get extremely lucky?
