Yes, particularly at a high altitude airport like MEX. Changes in wind or temperature have a big affect on takeoff performance and the maximum weight at which the airplane can depart.

Remember that the takeoff performance calculation is to ensure that the the airplane can lose an engine during takeoff, at the most critical point during takeoff, and still successfully climb out, avoiding terrain, and return for a safe landing. When the performance is insufficient, you reduce the weight of the airplane until the needed performance is available.
