Weather is the complicating issue here. Also, paying for a hotel for overnight delays is a DL Contract of Carriage issue and is not actually covered by any DOT rules or regulations (even when it is airline's fault). DL only provides for $100 voucher in their CoC (available online) should you book your own hotel room (and not go through them) if delay is from a fault due to them.
