If the TA knows what to do it should be no issue. They have to request only 2 seats if you are looking for a 'infant in lap' (INF) option. Maybe the agent thought you want to have an 'infant in seat' INS option?
Amex Travel in U.K. is online only so just dealing with their online booking platform and specifically put lap infant rather than infant in seat option. It gives an error saying the fare is not available and then redirects me to the booking page for “updated fares” and shows me the same fare again. I have cross referenced the availability with expertflyer so should be possible.. I just feel like the platform might not be able to handle the infant.
Fo you know if LH will let an infant be added onto a TA booking or will they keep insisting that the TA needs to do it?
