Maybe it's just been the mix of aircraft I've been on lately (most with larger bins) but I've not seen a situation where they were gate checking specifically because a bunch of people made it on with over-sized bags, just situations where nearly every pax on board had a roller bag and they would be gate checking even if every bag conformed exactly to the size constraint (IIRC most OH bins have space for about 3.5 standard 22x14x9 roller bags, so there's some wiggle room if a few bags exceed those dimensions by an inch or two).
saw it in Boston last week. I was trying to fly standby on the earlier flight and got there to see if I could get in. Watched first and diamond board. I would say 50% of them had three carry-ons at least and then everybody at the end had to gate check.
