I was recently on an 'H" fare TATL and I could have routed via an LH flight out of FRA. But it would have been less than 24 hours before the flight departed. Would the UA system have denied me? Would the upgrade request be successful? Based on availability (J9C0D0) it would have been waitlisted if UA allowed it. Just curious.

no problem attaching upgrade two hours before departure (in late Dec).
booked on united to Europe and flight severely delayed while checking in and put on LH. Once the ticket was changed at the United counter, went to apply the PP, it went to waitlist, went to check in, LH sees the waitlist, checked in, and 30 minutes later got cleared… which is best case scenario since the original UA flight was not going to clear anyways. I was pleasantly surprised.
