Just wondering...how strict is the 24 hour rule for PP requests to be put in for LH flights?

I was recently on an 'H" fare TATL and I could have routed via an LH flight out of FRA. But it would have been less than 24 hours before the flight departed. Would the UA system have denied me? Would the upgrade request be successful? Based on availability (J9C0D0) it would have been waitlisted if UA allowed it. Just curious.
