However, since it sounds like the OP doesn't have status they could possibly be in the last boarding group and you have a very good chance of having to gate check your luggage then because of the lax enforcement....
Maybe it's just been the mix of aircraft I've been on lately (most with larger bins) but I've not seen a situation where they were gate checking specifically because a bunch of people made it on with over-sized bags, just situations where nearly every pax on board had a roller bag and they would be gate checking even if every bag conformed exactly to the size constraint (IIRC most OH bins have space for about 3.5 standard 22x14x9 roller bags, so there's some wiggle room if a few bags exceed those dimensions by an inch or two).
