This is my experience as well; I can’t recall seeing sizing enforced but definitely numbers. Most recently, last week in SEA, where the agent stopped the passenger boarding ahead of me for having three bags. The offending third bag was a small Hudson bag, but not a word to him that the other two were a standard rolling bag and a duffel much larger than a personal item.
