At many properties, a higher floor is a category upgrade especially when views become unobstructed. There may also be multiple rates for low, mid & high floor and views over an airport, ocean, Times Square are category upgrades from City view, sewer plants, penitentiaries and AC units.

Are you saying an oceanfront view at the Sheraton Waikiki isn't an upgrade from a City View?
