How strict is Delta about carry on luggage size?

I am looking for real world experience only, not speculation so I hope someone here can help.

It is listed as 22x14x9 but I have found a few slightly oversized things listed as carry on size like this:

As I said, I am looking for real world experience. So if you have real world experience and not speciation I would love to hear about your experience.
