The connecting walkway between T4 and TBIT is airside at the departures level. You will not be able to access this in your scenario. But it is an easy walk nevertheless, once you exit TBIT baggage claim just go outside, turn right and walk around the sidewalk over to T4, 2-3 min walk.
I’d want to add that it’s up to you to decide when to take an elevator from downstairs to upstairs, before or after the short walk from TBIT to T4. Downstairs you’re guaranteed no crowds blocking the walkway. Upstairs you’re guaranteed fresher air.
