The OP has stated that the allowances are different which would be quite possible when switching from one airline to another with a stopover
With a journey with no stopover then the MSMC allowance would apply from origin to destination - or where a circle trip from point of check in to next stopover point
With a stopover ( except with US/CA itineraries ) the allowances are calculated based on each stopover point and quite easy to have different allowances for different parts of a journey
It is indeed straightofrward - the allowances should be displayed in the booking

updated the first post with the following additional information..
All legs are on Qantas...
Example of the itinerary is
SIN > SYD > CBR > SYD > SIN
SIN > SYD > SIN = 30KG
SYD > CBR > SYD = 23 KG
Just transiting in SYD for a few hours.
I am pretty certain for the ex-SIN leg to CBR, 30KG shouldn't be a problem.
Just concern about the ex-CBR leg. whether they will be strict about the 23KG.
