I don't know what you've been reading, but there's been no change to the T&Cs. Club Lounge Access Awards are not eligible for gifting and can only be used by the person who earned them (and is paying cash or using points for the stay).
While this is correct under T&C, a WOH agent just told me that, as I was trying to get points for expired upgrade certs, I can gift the upgrade to someone who is staying at the hotel at the same time as the Globalist member so they can access the club lounge. It's probably an off-label use, since these certs are no use to Globalists.
